Staff recommends the City Council authorize acceptance of the 2017 Edward Byrne JAG Grant in the amount of $9,063.00 from the Bureau of Justice Assistance, and the execution of the attached 2017 Interlocal Agreement.

BACKGROUND:
The Cathedral City Police Department has been eligible and has applied for the Edward Byrne Memorial Assistance Grant program for the last several years. This year, as in past years, several Riverside County law enforcement agencies were identified as "disparate funding" agencies. This disparate allocation occurs when a city is allocated one and one half times (150 percent) more than the county, while the county bears more than 50 percent of the costs associated with prosecution or incarceration of the municipality's Part 1 violent crimes. A disparate allocation also occurs when multiple cities are collectively allocated four times (400 percent) more than the county, and the county bears more than 50 percent of the collective costs associated with prosecution or incarceration of each municipality's Part 1 violent crimes. Cathedral City has been identified as a disparate agency for this year.
The funding identified for Riverside County is $59,449 and the funding for the other 12 municipalities is $351,942 for a total of $411,391. The $411,391 amount is for Riverside County and the participating cities within the county. This formula explains why Cathedral City and the twelve other cities in Riverside County were identified as disparate funding agencies.
