RECOMMENDATION:
Recommendation
Staff recommends the City Council award a contract to Matich Corporation in the contract bid amount of $3,352,875 to construct the Vista Chino Street Improvements; and approve an approximate 10% contingency of $347,125 for unforeseen construction contingencies; and approve City construction inspection at a cost of $25,000 and materials testing services at a cost of $15,000, thereby, making the total encumbrance $3,740,000 for the project; and authorize the City Engineer to issue a Notice of Award and request bonds and insurance for the project; and authorize the City Manager to execute the contract documents.

BACKGROUND:
In the current five-year CIP, Council approved Project 8659, Vista Chino East between Date Palm Drive and Landau Boulevard and Project 8660, Vista Chino West between Landau Boulevard and the West City Limits. On May 25, 2016, Council approved a Professional Services Agreement with Albert A. Webb Associates for the design of the street improvements for both projects. The two roadway segments are separate projects due to funding from different Assessment Districts. The projects were combined for bidding purposes to take advantage of economies of scale.
The City of Cathedral City, requested bids from qualified contractors to construct the
Vista Chino Street Improvements (Project). The City proposes to re-construct the pavement on the roadway between the west City Limit and Date Palm Drive. In addition to the pavement rehabilitation, the work includes construction of ADA compliant access ramps, sidewalk missing link infill, intersection improvements and pavement striping.
