RECOMMENDATION:                     

Recommendation                     

Staff recommends the City Council award a contract to Matich Corporation in the contract bid amount of $3,352,875 to construct the Vista Chino Street Improvements; and approve an approximate 10% contingency of $347,125 for unforeseen construction contingencies; and approve City construction inspection at a cost of $25,000 and materials testing services at a cost of $15,000, thereby, making the total encumbrance $3,740,000 for the project; and authorize the City Engineer to issue a Notice of Award and request bonds and insurance for the project; and authorize the City Manager to execute the contract documents.

BACKGROUND:

In the current five-year CIP, Council approved Project 8659, Vista Chino East between Date Palm Drive and Landau Boulevard and Project 8660, Vista Chino West between Landau Boulevard and the West City Limits. On May 25, 2016, Council approved a Professional Services Agreement with Albert A. Webb Associates for the design of the street improvements for both projects. The two roadway segments are separate projects due to funding from different Assessment Districts. The projects were combined for bidding purposes to take advantage of economies of scale.

The City of Cathedral City, requested bids from qualified contractors to construct the
Vista Chino Street Improvements (Project). The City proposes to re-construct the pavement on the roadway between the west City Limit and Date Palm Drive. In addition to the pavement rehabilitation, the work includes construction of ADA compliant access ramps, sidewalk missing link infill, intersection improvements and pavement striping.  

All of the work will be performed within the existing roadway right-of-way. The project is located within the City of Cathedral City and is in compliance with the California Environmental Quality Act (CEQA).

 DISCUSSION:

In general, the project consists of furnishing all labor, materials, necessary tools, equipment, supervision and transportation required for the rehabilitation of the pavement on Vista Chino between Date Palm Drive and the West City Limits. The project includes re-construction of sidewalk ramps and construction of missing sidewalk segments. All work and resulting improvements will fully comply with the currently adopted Coachella Valley State Implementation Plan (CVSIP) for PM - 10 control regulations, including Best Management Practices during the construction process.

Staff circulated a call for bids to construct the Project on August 5, 2016.  The call for bids was circulated to Southern California Plan Rooms as well as being advertised in newspapers of local and regional circulation.  Sealed bids for the Project were received on August 31, 2016. Four contractors submitted bids as follows:

After reviewing the bids, an error was discovered on the Hardy & Harper bid. A multiplication error resulted in a Bid Item costing $30,432 more than was listed on the submitted Bid Schedule. After adjusting the bid for the error, Hardy and Harper's total bid was $3,407,432. Based on the corrected bids, Matich Corporation was determined to be the low bidder.

The Engineer’s estimate of cost is $3,458,382. Matich has completed numerous similar projects, including Highway 111 in Palm Desert and is currently under contract with the City of Palm Springs to complete their Pavement Management Program for FY 16-17. They also were the contractor for both of the Ramon Road Improvement projects for Cathedral City in 2013 and 2014.

The Bid Schedule included Alternative Bids to construct Portland Cement Concrete (PCC) pavement at three intersections rather than Asphalt Concrete (AC) Pavement. Matich Corporation Bid a total of $44,125 for the AC pavement alternative and $261,250 for the PCC pavement alternative. Staff recommends the PCC pavement alternative, resulting in an adjusted bid of $3,352,875.  Selecting the PCC pavement alternative will add approximately 40 working days to the construction schedule. Staff will work with Matich Corporation to agree on the final construction schedule.

Contingent upon City Council approval and award of the construction contract on September 14, 2016, the following represents how the Project is expected to proceed:

ENVIRONMENTAL ANALYSIS: The project is Categorically Exempt through the CEQA Process.
