Staff recommends the City Council authorize the City Manager to execute a Design Professional Services Agreement with David Evans and Associates, Inc. (DEA) in the amount not-to-exceed $397,263 for the Heritage Park Project and; in addition to an approximate 5% contingency in the amount of $20,737 to be authorized for use by the City Engineer for unforeseen design and construction related contingencies making the total project encumbrance $418,000.

BACKGROUND:
In January 2017, State Parks awarded a $1,400,000 Land and Water Conservation Fund (LWCF) grant for the Heritage Park Project (Project) otherwise known as "The Commons", which includes an outdoor amphitheater, children's play area, walking paths, restroom/concession, landscaping, lighting, and fencing. In March 2017, the City received authorization from State Parks to proceed with the design and construction of the project. As a requirement to the grant, it had to have a 50% match, which the City Urban Revitalization Corporation has funded making a total of $2.8 million available for total construction of the Project.
DISCUSSION:
The City issued a Request for Proposal (RFP) for Landscape Architecture and Engineering in April 2017. The City received six proposals. An evaluation committee ranked the proposals and the top three firms were invited to interview: DEA, Hermann Design Group, and Pope/JSFA. Based upon the proposals submitted and the interviews, DEA ranked number one. Engineering Staff entered negotiations with DEA on the Scope of Services and final fees of $397,263 were agreed upon, which is within the Project budget.
