RECOMMENDATION:
Recommendation
Staff is recommending that the City Council authorize the City Manager (or designee) to purchase park equipment at an estimated cost of $565,938 and approve a contract for labor compliance with Alliant Consulting, Inc. at a not to exceed cost of $34,100, per the California Department of Industrial Relations (DIR) approved Labor Compliance Program as a requirement of State Grant Funding.

BACKGROUND:
In January 2017, State Parks awarded Cathedral City a $1.4 million Land and Water Conservation Fund Grant (Grant) for the Heritage/Commons Park Project (Project). City Urban Revitalization Corporation (CURC) is providing the required Grant match of $1.4 million for a Project budget total of $2.8 million. The Project will include an outdoor amphitheater, children's play area, walking paths, restroom/concession, landscaping, lighting and fencing.
Several design meetings conducted by the City's Consultant David Evans and Associates (DEA) with City Staff, key stakeholders and members of the community have taken place to accumulate input for the final Project design. The plans and specifications are near completion and advertising for construction contracting will occur soon.
In addition, as a reminder, with the design and construction of Ocotillo Park in 2015, the City Council authorized the City Manager (or his designee) to enter into interlocal contracts for cooperative purchasing (governmental "piggyback" cooperatives) to purchase equipment and appurtenances for the completion of that Project and future Projects.
