Staff recommends the City Council consider a resolution allowing for extended hours of operation for licensed dispensaries on January 1, 2018 only.

BACKGROUND:

On January 1, 2018, sales of adult use cannabis by licensed and permitted dispensaries will be allowed under the Cathedral City Municipal Code.  Staff has received some inquiries from licensed dispensaries in the City that would like to offer special sales events to mark the beginning of legal adult use sales.

 

 

DISCUSSION:

A resolution has been prepared and is attached, which would provide for extended hours of operation for cannabis dispensaries with a City cannabis business license and conditional use permit in good standing, allowing them to operate between the hours of 12:00 am and 10:00 pm on January 1, 2018 only.

 

The cannabis businesses feel that the opportunity to open early on that one day will help provide them a competitive advantage and the result will be a benefit to the entire City through the taxes paid by the businesses.

 

 

FISCAL IMPACT:

The extended hours will presumably result in increased sales, which will result in increased tax revenue to the City.  Licensed dispensaries pay a gross proceeds tax of 10% to the City in addition to regular sales taxes.
