City Staff recommends that the City Council receive and review the results of the recent Phase 1 Historic and Cultural Resources Assessment of the City and provide direction.

BACKGROUND:
On March 11, 2015, the City Council held a study session discussion regarding the possible adoption of a Cathedral City Historic Preservation ordinance. As a result, the City Council directed the formation of an ad-hoc committee comprised of citizens, Peter Palladino representing the Agnes Pelton Society, Architect John Rivera representing the Architectural Review Subcommittee of the Planning Commission, Allan Carvalho representing the Arts Commission, Margie St. James representing the Cathedral City Historical Society, Denise Cross representing the Cathedral City Archive project, Diane Heinz representing the Cathedral City Parks and Events Commission, Robert Rodriguez the City's Development Services Manager, and Councilmembers Carnevale and Kaplan. The purpose of the Committee was to consider the needs of the City in relation to Historic Preservation.
On December 9, 2015, Staff presented the Historic Preservation Task Force's findings to the City Council. These findings identified the need for the City to Commission a Historic Preservation body, adopt a related ordinance, and circulate a Request for Qualifications (RFQ) for professional services to complete a city-wide historic and cultural resources assessment.
Staff also reviewed the Archaeological and Historic Resources Element of the City's General Plan and determined that the intent of the Historic Preservation Task Force's recommendations to the City Council were consistent with the Goals, Policies and Programs of the Element.
