Staff recommends the City Council approve a resolution confirming the intent that all Councilmembers should act in the best interest of the entire City.

BACKGROUND:
Council held a discussion at study session on November 8, 2017 regarding a potential resolution or statement of some type affirming the commitment of the Councilmembers to represent and act in the best interest of the entire City. Council has adopted an ordinance converting to by district Council elections beginning in 2018.
DISCUSSION:
Council recently adopted electoral districts and future elections will be conducted on a by-district basis beginning in 2018 with elections in Districts 3, 4 and 5. During the process of developing the district maps some concern was expressed that all Councilmembers ought to continue to represent the best interest of the entire City even though they will be elected by voters in a single district.
A resolution memorializing the intent of Councilmembers to act in what they determine to be the best interests of the entire City has been prepared. It is a statement of intent and cannot bind current or future Councilmembers to vote in any particular way. Instead it affirms that it is the intent of the Council to use their best efforts to act in the best interest of the entire community.
