BACKGROUND:
CM Kaplan requested a study session item to allow Council to consider adopting a resolution or statement of some type affirming the commitment of the Councilmembers to represent and act in the best interest of the entire City. CM Kaplan indicated that the Palm Springs Unified School District board adopted such a statement after their conversion to by district board elections.
DISCUSSION:
Council recently adopted electoral districts and future elections will be conducted on a by-district basis beginning in 2018 with elections in Districts 3, 4 and 5. During the process of developing the district maps some concern was expressed that all Councilmembers ought to continue to represent the best interest of the entire City even though they will be elected by voters in a single district.
