BACKGROUND:

Cathedral City High School (CCHS) holds its annual Homecoming Parade in Downtown Cathedral City each fall.  In previous years, the parade route began at Allen Street and turned westbound at East Palm Canyon Drive.  It continued down East Palm Canyon Drive until it reached West Buddy Rogers Avenue and turned right at the Bell Tower.  The parade continued around Town Square Park and ended at Civic Center Plaza in front of City Hall.  Once finished, the high school conducts its Homecoming Rally featuring the marching band, cheerleaders, choir, football team, and various school and city council speakers.  The rally usually concludes by 6:00 pm. 

 

 

DISCUSSION:

The parade is scheduled for Thursday, October 19.  Due to a change in land ownership, staging for the parade begins at 3:00 pm to 4:30 pm near the corner of West Buddy Rogers (2nd Street) and Monty Hall Drive just north of East Palm Canyon Drive.  The parade route will go down West Buddy Rogers, turn right on Date Palm Drive and then right again on East Palm Canyon Drive until they reach the Bell Tower.  In the interest of safety, West Buddy Rogers (between Monty Hall Drive and Date Palm Drive), the southbound lanes of Date Palm Drive (between Perez Road and East Palm Canyon Drive) and the westbound lanes of East Palm Canyon Drive (between Date Palm Drive and Cathedral Canyon Drive) will close at 3:00 pm until the end of the parade at/or near 5:00 pm.  Traffic is rerouted to Perez Road.  Eastbound lanes on EPC remain open.  Cone Zone alerts will be sent out to the press to forewarn the community and SunLine Transit.  The City also works with Rancho Mirage for proper placement of road signs and message board alerts. 

 

CCHS has provided their certificate of insurance listing the City as an additional insured. 

 

 

FISCAL IMPACT:

The City incurs expenses related to Public Works and Police security such as closing streets, but this event has been a tradition for many years.  Because the parade benefits the interests of our community, the Special Use Permit fee has been waived in all previous years.   CCHS requests the permit fee be waived this year as well.
