RECOMMENDATION:
Recommendation
Staff recommends the City Council adopt a resolution approving the revised Administering Agency-State Agreement for Federal Aid Projects No. 08-5430F15 (Master Agreement) and Program Supplemental Agreement No. 006-N1 for Federal Aid Project No. HSIPL 5430(033) between the City of Cathedral City and the State of California, Acting Through the Department of Transportation (Caltrans), and Authorize the City Manager to sign the Agreements on behalf of the City of Cathedral City.

BACKGROUND:
The City of Cathedral City currently has a master agreement for the administration of State funded projects within the City. Specific projects are identified by program supplements to the Master Agreement. Caltrans has requested that a revised Master Agreement between it and the City be executed. The revised Agreement incorporates numerous changes in regulations and policies that have been enacted since the original Master Agreement was signed.
Program Supplemental Agreement No. 006-N1 creates a mechanism to allow for reimbursement to Cathedral City for a portion of the costs for the design of traffic signal improvements included in the Highway Safety Improvement Program (HSIP) grant that the City received earlier this year.
Caltrans has requested that a certified authorizing resolution be returned with the signed Agreements for their further processing. The Resolution should clearly identify the project and the official authorized to execute the agreement.

DISCUSSION:
