Recommendation                     

Staff recommends the City Council award a Professional Services Agreement to Albert A. Webb Associates in the amount of $168,380 to prepare the plans, specifications and environmental documents for the Highway Safety Improvement Program (HSIP), Cycle 8.

BACKGROUND:

In November 2016, Cathedral City was awarded a $1,674,000 HSIP grant to install Advanced Dilemma Zone Detection equipment and countdown pedestrian heads at twenty signalized intersections. The Professional Services Agreement will allow the City to proceed with the environmental studies and design.

 

 

DISCUSSION:

Following receipt of notification of the grant from Caltrans, Staff requested a Federal Project Number and issued a Request for Proposal (RFP) to complete the environmental studies and design the project. Five firms responded to the RFP:

 

Albert A. Webb Associates, Palm Desert and Riverside, CA

Advantec, Irvine, CA

KOA Corporation, Ontario, CA

Engineering Resources of Southern California, Palm Desert and Hemet, CA

Michael Baker International, Palm Desert, CA

 

Proposals were reviewed and rated by Engineering Department Staff and based on the evaluations, Albert A. Webb Associates was determined to have submitted the most responsive proposal.

 

 

FISCAL IMPACT:

The HSIP grant is a 100% grant with no local match required.
