Staff recommends the City Council accept the Whitewater Neighborhood Street Improvement Project, CIP No. 8654 as final; and authorize the City Manager to file the Notice of Completion with the Riverside County Recorder’s Office; and authorize the release of City held retention funds to Granite Construction upon expiration of Notice of Completion.

BACKGROUND:

Staff is requesting that the City Council accept and approve the Whitewater Neighborhood Street Improvements, CIP No. 8654 (Project). City Council acceptance is required to approve the Project’s final contract amount and release retention funds. Retention funds are monies earned by the Contractor that are withheld from progress payments pending satisfactory completion and final acceptance of the Project. The Project was built according to contract terms.

City Council acceptance is also required to final the Notice of Completion (NOC) with the Riverside County Recorder’s Office. The NOC is a written notice issued by the owner of a project, or his/her agent, to notify concerned parties that all the work on the project has been completed. This notice also sets the period, which is 30 days from the date the NOC is filed, within which concerned parties may exercise their lien rights against one another. Once the thirty-day period has elapsed, and provided no claims or liens received, the City can release retention funds.

 

 

DISCUSSION:

The City of Cathedral City entered a construction contract with Granite Construction on March 22, 2017 for the contract bid amount of $635,433.60. The City repaved six segments of pavement within the Whitewater Neighborhood: Rancho Vista Drive, Cielo Vista Drive, Desert Vista Drive, Aurora Vista Drive, Monte Vista Drive, and Canyon Vista Drive between Ramon Road and Corral Road. The City also repaved Via Olivera and some alley ways between the streets.

Granite Construction began work on this Project on April 8, 2017 and completed all the work required within the existing Cathedral City right-of-way per specification. This CIP No. 8654 is now ready for acceptance by the City Council.

 

 

FISCAL IMPACT:

City Council previously approved the re-allocation of CDBG monies in the amount of $305,000 to fund this project. The CVWD reimbursement (for the cost of raising  and lowering CVWD utilities) to the City from CIP No. 8655 in the amount of $68,000 was also used to fund this Project. The City Council also approved an allocation of $337,000 from Assessment District 86-1 to fund this Project.  The total encumbrance approved for this Project is $710,000.    

Total contract costs for this Project to include extra work is $678,598.02. With the approved City inspection of $7,000 and materials testing of $5,000, the total cost for this Project is $691,598.02. Once CVWD reimburses the City for lowering and raising utilities in the amount of $64,635, the net cost of this Project will be $626,963.02.
