RECOMMENDATION:

Recommendation                     

Staff recommends the City Council award a contract to Riverside Construction in the contract bid amount of $15,570,139.30 to construct the Date Palm Drive Bridge Widening Improvements over the Whitewater River; approve a 3.7% contingency of $579,255 for unforeseen construction contingencies; thereby, making the total encumbrance $16,149,394.30 for the project; and authorize the City Engineer to issue a Notice of Award and request bonds and insurance for the project; and authorize the City Manager to execute the contract documents.

BACKGROUND:

The Date Palm Bridge Widening at the Whitewater River Project (Project) will widen the existing Date Palm Drive Bridge from 4 to 6 lanes and providing a roadway section in conformance with the City’s General Plan from Gerald Ford Drive to Perez Road. The Project will improve safety and reduce congestion and bring the bridge into compliance with the latest seismic code requirements. The Project has received environmental clearances through the California CEQA process and the Federal NEPA process. It has also received permits from the State Department of Fish and Wildlife, and the U.S. Army Corps of Engineers.

Previous Council actions relative to this Project include approval of the Preliminary Design Supplemental Agreement with Caltrans on December 8, 2010 for $1,593,540, approval of the CVAG Reimbursement Agreement for $1,608,925 on June 23, 2010, approval of the Construction Supplemental Agreement with Caltrans on December 14, 2016 for $14,742,900 and approval of a contract for Construction Management with Falcon Engineering on January 11, 2017 for $1,672,626.

 DISCUSSION:

Staff circulated a call for bids to construct the Project on February 16, 2017.  The call for bids was circulated to Southern California Plan Rooms as well as being advertised in newspapers of local and regional circulation.  On March 21, 2017, eight contractors submitted sealed bids for the Project:
