RECOMMENDATION:
Recommendation
Staff recommends the City Council award a Contract to Cal Stripe, Inc. in the amount of $161,341 to provide Pavement Striping, Markings and Markers on City arterial streets; and authorize the City Engineer to issue a notice of award and authorize the City Manager to execute the contract with Cal Stripe, Inc.

BACKGROUND:
Staff requested quotations from qualified contractors to provide striping services on 26 roadway segments throughout Cathedral City. The request included removal of non-compliant striping and markings and repainting centerline striping, crosswalks, turn markings and replacing markers.

All work will be within existing street rights of way and is in compliance with the California Environmental Quality Act (CEQA).


DISCUSSION:
On December 21, 2016, Staff circulated a Request for Quotation to three pavement striping and markings firms: Cal Stripe, Inc, Colton, CA; Superior Pavement Markings, Inc., Beaumont, CA and Statewide Stripes, Inc., San Diego. Quotations were received on January 17, 2017 from Cal Stripe, Inc. and Superior Pavement Markings, Inc Statewide Stripes, Inc. did not respond to the Request for Quotation. The quotations received were as follows:
Cal Stripe, Inc. $182,464.90
Superior Pavement Markings, Inc $274,730.00
After reviewing the quotations, Staff recommends that Cal Stripe, Inc. be retained to only stripe, mark and remove non-compliant pavement markings on the arterial streets within the City. The Request for Quotation included a number of collector streets and due to budget limitations; staff is recommending that only the arterial streets be re-striped at this time.
