Staff recommends the Cathedral City Council adopt a resolution approving Program Supplemental Agreement No. N011-Rev. 1 to Administering Agency-State Agreement No. 08-5430R with the State of California, acting through the Department of Transportation, for the purpose of Administering and Disbursement of Federal Funds for Agency Construction of the Date Palm Drive Bridge Widening Project in the City of Cathedral City; and authorize the City Engineer to sign Program Supplemental Agreement No. N011-Rev. 1.

BACKGROUND:

Cathedral City currently has a Master Agreement with Caltrans for the administration of federally funded projects within the City.  Specific projects are identified by program supplements to the Master Agreement. 

Program Supplemental Agreement No. N011-Rev. 1 creates a mechanism to allow for reimbursement to Cathedral City for a portion of the costs for the widening of the Date Palm Drive Bridge at the Whitewater River.

Caltrans has requested that a certified authorizing resolution be returned with the signed agreement for their further processing.  The resolution should clearly identify the project and the official authorized to execute the agreement.  The resolution must be returned to Caltrans by February 1, 2017 to avoid dis-encumbrance and/or de-obligation of the funds.

 

 

DISCUSSION:

Cathedral City must have an approved Program Supplemental Agreement to receive Federal Transportation program funds.  Program Supplemental Agreement No. N011-Rev. 1 is necessary for the City to be reimbursed with federal funds for the construction of the improvements to widen the Date Palm Drive Bridge at the Whitewater River.  Widening the Date Palm Drive Bridge will provide additional driving lanes, sidewalks, and striped bikeway lanes, thus increasing roadway and pedestrian safety. 

The Highway Bridge Program is administered through Caltrans, as well as the Program Supplement processing.  Each specific project or cycle is given a Supplement Number as an identifier of the project and for the control of project funding.  The Program Supplement is viewed by Caltrans as an Amendment to the Master Agreement.

FISCAL IMPACT:

The Program Supplemental Agreement creates a mechanism for the reimbursement of $14,742,900 of the total estimated cost of $17,179,000 for construction of the proposed improvements for the Date Palm Bridge Widening Project.
