Staff recommends the City Council approve a 5 year Operations and Maintenance Agreement with the American Youth Soccer Organization (AYSO) for the Dennis Keat Memorial Soccer Park.

BACKGROUND:

The Cathedral City Soccer Park Complex was completed and became operational in 2006. At that time AYSO entered into a 10 Year Agreement to provide grounds maintenance and various other operational responsibilities as well as the scheduling and management of local AYSO affiliates for the facility.

The City Council received an update on this item during a 7/13/2016 Study Session report, as a result the City Council instructed City staff to work with an Ad-Hoc committee made up of Mayor Pro Tem Gregg Pettis and Councilman Mark Carnevale. The Ad Hoc committee met on Tuesday July 19th and discussed several items including the Term of the Agreement, the Weekly Schedule, allowed dates and times, the field lighting, parking and other related issues. Most importantly the Ad-Hoc committee held a neighborhood meeting at the James Workman Middle School Multi-Purpose Room on Tuesday, August 16, 2016 at 6:00 pm. and received public input on the issue.

Staff presented the proposed 5 year maintenance and operations agreement to the City Council during a Study Session on 9/28/16 and received input and direction.

 

 

 

 

 

DISCUSSION:

Taking direction from the 9/28/16 City Council Study Session, Staff negotiated a new 5 Year Maintenance and Operations agreement between the City and AYSO.

While insuring that the AYSO program continues to flourish in the future, the new agreement also allows for increased public usage of the facility and better defines the soccer season and directly addresses the parameters of the associated field lighting.

 

 

 

FISCAL IMPACT:

The new agreement will increase AYSO annual electrical and water reimbursement to the City from $5,000 to $7,000.

The new agreement allows more public use of the facility thereby increasing the City's related maintenance responsibilities by approximately $15,000 annually.
