BACKGROUND:

The State of California Department of Parks and Recreation is soliciting Grant Applications for the 2016 California Youth Soccer and Recreation Development Program (Program).   This Grant is part of the Proposition 40-2002 Resources Bond Act passed in March of 2002 which provides funding for local assistance Grant Programs.

 

The intent of the Program is to provide financial assistance to local agencies and community based organizations to foster the development of new youth soccer, baseball, softball and basketball recreational opportunities in the State.

 

There are $23.3 million in funds available for qualifying project under this competitive Grant Program cycle.  The minimum grant amount is $75,000 and the maximum grant amount is $1million per project site.  The application for the Program is required to be submitted by November 1, 2016.

 

 

DISCUSSION:

With the completion of Ocotillo Park, it has been observed that the lighted basketball courts and soccer field are well used on a daily basis, especially after dusk when the lights are turned on.

 

Panorama Park has an unlighted one-half basketball court adjacent to lighted tennis courts.  Panorama Park does not have a designated soccer field, but on weekends it is used extensively by non-organizational soccer players within the Park's open spaces.

 

With regard to the above, Engineering Staff received authorization from the City Council on July 13, 2016 to investigate, prepare and submit for the above Grant Program in relation to adding two lighted full basketball courts and/or soccer fields to Panorama Park.  Part of the Grant submittal process is to solicit comments from the local residents around the Park regarding the proposed amenities. 

A public meeting was held on Tuesday September 20, 2016 at Panorama Park to get the neighborhoods input on the proposed amenities.  The meeting notice was published in the Desert Sun twice and 3,150 notices were sent to the residents and property owners in the Panorama Park area.

 

Engineering Staff will present the comments received from e-mails, phone calls and the public meeting held at Panorama Park.
