RECOMMENDATION:                     

Recommendation                     

Receive an update on the current draft of the proposed 5 year Operations and Maintenance Agreement between the City and the American Youth Soccer Organization for the Cathedral City Soccer Park, consider recommendations and adjustments and provide staff direction for the renewal.

BACKGROUND:

The Cathedral City Soccer Park Complex was completed and became operational in 2006. At that time the American Youth Soccer Organization entered into a 10 Year Agreement to provide grounds maintenance and various other operational responsibilities as well as the scheduling and management of local AYSO affiliates for the facility.

The City Council received an update on this item during a 7/13/2016 Study Session report, as a result the City Council instructed City staff to work with an Ad-Hoc committee made up of Mayor Pro Tem Gregg Pettis and Councilman Mark Carnevale, as well as Parks Commissioners Diane Hines, Johnny Huynh-Simmonds and Jerrid Seeba, and AYSO Representatives Jim Engle and Orlando Lomeli. The Ad Hoc committee met on Tuesday July 19th and discussed several items including the Term of the Agreement, the Weekly Schedule, allowed dates and times, the field lighting, parking and other related issues. Most importantly the Ad-Hoc committee held a neighborhood meeting at the James Workman Middle School Multi-Purpose Room on Tuesday, August 16, 2016 at 6:00 pm. and received public input on the issue.

 

 

DISCUSSION:

Staff will update the City Council on the draft proposed 5 year Maintenance and Operations agreement between the City and AYSO and highlight the proposed changes.

There is no fiscal impact with this action
