Staff recommends the City Council authorize the City Manager to execute a purchase order to Turner Signage of Riverside, California for the bid amount of $159,350 for the fabrication, delivery, and installation of the Wayfinding (Directory) Signs; and authorize a $15,000 contingency for unforeseeable construction costs; and approve $15,000 to supply electricity to the LED lighted Pedestrian Directory/Kiosk signs resulting in a total project cost of $189,350.

BACKGROUND:

In January 2016, the City contracted with Graphic Solutions, Inc. to develop a comprehensive sign program to unify and consolidate the City's entryway signs, vehicular directional signs and downtown directory signs. This Citywide Wayfinding Sign Program serves as an economic development tool by enhancing the City's overall appearance and providing residents and visitors with readily identifiable directional information in a graphically coordinated format. A Sign Committee was comprised of two members from the City Council and each of the City's Commissions was formed to provide community input during the design process. Upon recommendation of the Sign Committee, the City Council approved the sign designs and directed staff to prepare a formal bid solicitation for the fabrication, delivery, and installation of these signs.

The amount of Directory Signs to be furnished include nine (9) Post Mounted Gateway Signs, twenty-one (21) Vehicle Directional Signs (roadside), five (5) Vehicle Directional Signs (median) and three (3) Pedestrian Directional Signs (optional) packaged and delivered to the City’s Yard as specified in Design Intent Drawings and Specifications.  The signs are to be constructed of a combination of material to form a complete functional unit.  The materials will include, but are not limited to, aluminum, steel, acrylic, adhesives, inks and paints. All Signs designated for delivery to the City’s Corporate Yard, fully assembled, with all necessary appurtenances, in packaging pre-approved by the City.

In addition, two (2) Gateway Monument Signs and three (3) Pedestrian Directory Kiosks as shown in the attached Design Intent Drawings and Specifications shall be furnished and installed, including all necessary appurtenances, to make these signs fully complete and operational.  Each installed Wayfinding Sign will be constructed of a combination of materials to form a complete operational/functional unit.  The materials will include, but are not limited to, aluminum, steel, acrylic, adhesives, inks, paints and LED lighting.

 

DISCUSSION:

On September 6, the City received five (5) proposals from suppliers and contractors interested in fabricating the post-mounted signs. Staff prepared a request for proposals (RFP) instructing the respective bidders to furnish all necessary labor, material, equipment, transportation and services to fabricate and deliver post-mounted Gateway Signs, Vehicle Directional Signs (roadside and median), Pedestrian Directional Signs (optional); and fabricate, deliver and install Gateway Monument Signs and Pedestrian Directory Kiosks.

Based on the deliverables, availability of resources and cost of the proposal, staff recommends that the City Council approve a purchase order for Turner Signage in the amount of $159,350 to fabricate, deliver, and install the City Directory Signs. The recommendation is based on the following reasons:

                     The Contractor has been continuously engaged in the fabrication, construction, and supply of similar signs for over five (5) years;

                     The Contractor has experienced and skilled staff to fabricate, construct, and supply the type of signs stated in the bid Design Intent Drawings and Specifications; and,

                     The Contractor certifies that it is able to furnish sufficient forces to ensure implementation of the work in accordance with approved schedule and that Contractor can furnish a work force that will work in harmony with all elements of labor employed in the work at the site of the work.

Furthermore, the Contractor, Turner Signage, has completed similar work and projects for other local cities and cities outside the Coachella Valley such as the City of Danville, Merced College, and the City of Elk Grove. 

In addition to the cost of the signs, staff is also seeking approval of $15,000 to supply electricity to three (3) LED lighted Pedestrian Directory/Kiosk signs. The installation of the two (2) Gateway Monument and three (3) Pedestrian Directory/Kiosk signs are included in the bid amount from Turner Signage.

ENVIRONMENTAL ANALYSIS:

This project is Categorically Exempt pursuant to Section 15301 (Class 1, Existing Facilities) of the California Environmental Quality Act (CEQA) guidelines.

 

 

FISCAL IMPACT:

The recommended action to complete the previously budgeted and approved project is an amount not to exceed $189,350.
