Recommendation                     

Staff recommends the City Council award a contract to Matich Corporation in the contract bid amount of $622,000 to construct the Avenida La Paz and Avenida La Vista Pavement Rehabilitation; and approve a 10% contingency of $62,000 for unforeseen construction contingencies; and approve City construction inspection at a cost of $10,000 and materials testing services at a cost of $6,000, thereby, making the total encumbrance $700,000 for the project; and authorize the City Engineer to issue a Notice of Award and request bonds and insurance for the project; and authorize the City Manager to execute the contract documents.

BACKGROUND:

 

The City of Cathedral City, requested bids from qualified contractors to construct the
Avenida La Paz and Avenida La Vista Pavement Rehabilitation Improvements (Project). The City proposes to re-construct the pavement on the two roadways between the Vista Chino and 30th.  

All of the work will be performed within the existing roadway right-of-way. The project is located within the City of Cathedral City and is in compliance with the California Environmental Quality Act (CEQA).

 DISCUSSION:

 

In general, the project consists of furnishing all labor, materials, necessary tools, equipment, supervision and transportation required for the rehabilitation of the pavement on Avenida La Paz and Avenida La Vista between Vista Chino and 30th.  All work and resulting improvements will fully comply with the currently adopted Coachella Valley State Implementation Plan (CVSIP) for PM - 10 control regulations, including Best Management Practices during the construction process.

Staff circulated a call for bids to construct the Project on August 14, 2016.  The call for bids was circulated to Southern California Plan Rooms as well as being advertised in newspapers of local and regional circulation.  Sealed bids for the Project were received on September 6, 2016. Four contractors submitted bids as follows:

The Engineer’s estimate of cost is $651,648.00. Matich has completed numerous similar projects, including Highway 111 in Palm Desert and is currently under contract with the City of Palm Springs to complete their Pavement Management Program for FY 16-17. They also were the contractor for both of the Ramon Road Improvement projects for Cathedral City in 2013 and 2014, and are the low bidder on the Vista Chino Street Improvements.

Matich has requested that the City allow this project to be coincidentally scheduled with the Vista Chino Street Improvements due to the similar nature of the pavement rehabilitation work. Staff will work with Matich to accommodate this request and will brief Council on the final schedule.

ENVIRONMENTAL ANALYSIS: The project is Categorically Exempt through the CEQA Process.

 

 

 

FISCAL IMPACT:

Council has previously approved CDBG funding in the current year Action Plan in the amount of $350,000. Staff recommends allocating $350,000 from Assessment District 88-3 in the amount of $350,000.

Adequate funding is available to support the award of the contract, contingency, inspection and outside services required to construct the Project.
