RECOMMENDATION:
Recommendation
Staff recommends the City Council authorize the City Engineer to solicit for biennial professional service contracts for Surveying Services, Geotechnical Services, Traffic Engineering Services, Street Striping and Legend Marking Services and Traffic Signal Maintenance Services to support the workload of the Engineering and Public Works Divisions.

BACKGROUND:
In the day to day operation of the City, the City outsources various operations and services which require a higher level of expertise, manpower and equipment resources than are available within the City. As an example, the Development Services Department outsources Project Management Support Services, Traffic Signal Technician and Repair Services, Engineering Surveying Services, Geotechnical Services and Graffiti Removal Services.

The above services are typically solicited every two years and are reviewed internally on an annual basis. Having a biennial solicitation of services allows the City to secure a vendor, within each particular area, that provides the lowest responsible and responsive bid which meets all the requirements and specifications set forth within the request for proposal. This also allows vendors that have not previously been selected and awarded a contract an opportunity to submit a proposal.



DISCUSSION:
There are several City service contracts that are at the end the agreed upon term and Staff is again requesting that the City Council authorize the City Engineer to solicit for the next biennial contracts as follows:
A. Surveying Services: The City Engineering Staff does not have the manpower, expertise or the modern surveying equipment to be able to perform surveying and has traditionally secured these services from outside vendor...
