RECOMMENDATION:
Recommendation
Staff recommends the City Council accept the resignation of Stan Barnes from the Planning Commission effective March 28, 2018 and direct staff on how to proceed with filling the vacant seat.

BACKGROUND:
Stan Barnes was appointed to serve on the Planning Commission on November 30, 2016 to fill an unexpired term continuing to June 30, 2018.
DISCUSSION:
On March 7, 2018, Mr. Barnes announced his resignation from the Planning Commission.
With the resignation of Mr. Barnes, the Planning Commission will have one vacancy with a term continuing to June 30, 2018.
In 2017, the City Council reduced the number of Commissioners on the Planning Commission from seven (7) member to five (5), which in turn caused there to be four (4) seats on the Commission expiring in June of 2018 and one (1) in 2020. Staff is recommending that the City Council consider changing the expiration term of this seat to June 30, 2019, which will begin to address the issue of having the majority of the seats of the Planning Commission expiring at one time. Further changes will be suggested when appointments are made in the June recruitment of this year.
Staff recommends the City Council direct staff to do the following:
• Pursuant to Government Code 54974, post a Notice of Vacancy. No appointment can be made sooner than 10 days after the Notice of Vacancy has been posted.
• Post Vacancy on Social Media and City Website.
• Modify the expiration date of this seat from June 30, 2018 to June 30, 2019.
• Accept applications through April 12, 2018, conduct interviews on April 25, 2018, and make an appointment to fill the vacated seat.
FISCAL IMPACT:
There is no fiscal impact with this item.
