Staff recommends the City Council approve the replacement of seven cardiac monitors / defibrillators for $213,734.26 to be paid half each fiscal year, during the fiscal years of 2017/2018 and 2018/2019, with no interest.

BACKGROUND:
The fire department cardiac monitors / defibrillators are a critical device to deliver emergency medical services to community residents and visitors. The units monitor the patient's medical condition via pulse-oximetry, diagnose heart rhythms via twelve-lead electrodes, provide cardiac pacing, deliver cardioversion of atrial fibrillation and defibrillation of ventricular fibrillation during cardiac arrest.
The new monitors / defibrillators will detect carbon monoxide levels in patients and link directly to the mobile electronic patient care reporting tablets to record the patient vital signs and electrocardiogram. The carbon monoxide (CO) feature also allows the monitoring of firefighters after fire incidents, as their CO exposure has real-time health impact potential.
The fire department previously applied for a 2016 Federal Emergency Management Grant to replace the cardiac monitors / defibrillators, however the grant was not awarded
The seven existing cardiac units were purchased in 2007 and have reached the end of their service life.
DISCUSSION:
The fire department was able to negotiate a joint purchasing agreement through the Riverside County Fire Department cardiac monitor / defibrillator contract. The contract allows the City of Cathedral City to purchase the seven monitors / defibrillators at discounted pricing with maximum allowance for trade-in of the existing units, which are nine plus years old.
