Staff recommends that the City Council approve a Service Provider Agreement with California Consulting to provide Grant Services for the Downtown Festival Project.

BACKGROUND:
Staff has been working to implement the conceptual design for a festival and community park area in the City's Downtown. In order to support the downtown festival project, staff is recommending that California Consulting, LLC provide grant services for the following programs: 1) Caltrans Active Transportation Program (ATP) due May 31, 2015, and 2) State Parks Land Water and Conservation Fund (LWCF), which will be due in early February 2016. LWCF has several long lead items so State Parks recommends that this grant be started now.
DISCUSSION:
Grant funding is needed so that design, engineering and construction can be done for the festival and community park area in the Downtown.
The ATP program is an opportunity for the City to develop, design and implement a pedestrian, transit, and bicycle friendly circulation plan for the downtown festival and community park area with connectivity to nearby neighborhoods and work places. The LWCF program fits the downtown festival area as active recreation facilities and trails, outdoor performing arts venues, and open space are eligible for grant funding.
California Consulting is experienced in providing grant services and has written over 620 competitive grants that have been funded, generating over $152 million in grant awards. California Consulting will also provide an initial in-depth needs assessment, grant research and monthly email findings as part of their services at no extra charge.
