Staff recommends the City Council authorize the Police Department to enter into a one year contract with Riverside County Health Agency to continue with Field and Shelter Services provided by the Department of Animal Services.

BACKGROUND:

The Cathedral City Police Department has contracted for Field and Shelter Services through Riverside County Health Agency, Department of Animal Services since FY 2005/2006. These services have steadily increased each year, with our shelter service contract ending on June 30, 2015 and the new contract rate beginning on July 1, 2015.

The contracted price for FY 2015/2016 for a halftime (20 hours a week) field services officer is $103,024, which includes the officer, operational and maintenance costs, estimated overtime and estimated license processing fees. The field services cost has remained the same as the prior contract (FY 2014/2015). The operational & maintenance cost, and estimated overtime cost have all been reduced slightly while the estimated license processing fee had a negligible increase. The decrease in cost is based on the total number of impounds during FY 2014/2015. The shelter services FY 2015/2016 will cost $167,210 with a total cost for field and shelter services for one year of $270,234. The contract offers a 180 day written notice to terminate the contract by either party with no penalty for early termination.


DISCUSSION:

The Police Department has explored other field and shelter services through the years with other municipalities in the Coachella Valley and they were unable to meet the level of service that the Department of Animal Services is currently offering the City of Cathedral City.
