BACKGROUND:

The Rotary Club of Cathedral City has requested to stage its 10th Annual “Healing Fields” event in Patriot Park, November 7-14, 2015, and to receive in-kind services from the City’s Public Works staff.  “Healing Fields” honors the men and women of the military who gave the ultimate sacrifice in Iraq and Afghanistan.

DISCUSSION:

Public Works plays a vital role in assistance to the “Healing Fields” event involving administrative and staffing hours.  Though the Rotary Club has successfully broadened its volunteer base thereby reducing its overall event costs, the Club still needs assistance from the Public Works staff. The organizers will provide liability insurance prior to the event.  They are seeking a letter from the property owner, Big League Dreams Sports Park, giving them permission to use a portion of its property.

A basic description of the event includes:

•                     Event Set-Up: Wednesday, November 4 through Saturday, November 7

•                     Opening Ceremonies - Saturday, November 7 at 9 am

•                     Event hours each day after Opening Ceremony: 9 am - 6 pm

•                     Wednesday, November 11 - Veteran’s Day

•                     Static display of more than 6,000 flags

•                     CCHS High School Band, amplification for presentations at opening and closing ceremonies.

•                     Closing ceremonies, Saturday, November 14, 12:00 pm (noon)

•                     Deconstruction of the event begins after Closing Ceremonies, Saturday, November 14

FISCAL IMPACT:

In-Kind services, mostly from Public Works, of up to $6,000 - including use of the City’s flatbed trailer and large American flag.  Since the City is co-sponsoring the event, the application fee is waived.
