Staff recommends Council adopt a resolution establishing a Council policy to appoint only Cathedral City residents to Boards and Commissions unless a specific exception, based on the needs of the City, is approved.

BACKGROUND:
The Municipal Code Section 2.06.010 General rules regarding appointments, terms, vacancies, addresses residency for Board and Commission members as follows:
C. Unless otherwise provided by law, or by ordinance or resolution of the city council, all members of boards and commissions of the city appointed by the city council shall be initially, and during their incumbencies, bona fide residents and registered voters of the city, except the licensed architect and landscape architect of the planning commission and two members of the public arts commission, may come from throughout the Coachella Valley. No such member at or during such time shall be an employee of the city.
Council held a study session discussion on May 27, 2015 and directed staff to prepare a resolution to adopt a policy establishing a residency requirement for appointment to City Boards and Commissions.
 
DISCUSSION:
The language suggested by Council for the residency policy and included in the resolution is as follows:
 
The Council establishes as policy that residency within the city limits of Cathedral City shall be a requirement for appointment to a city board, committee or commission except in cases where the City Council deems it appropriate to appoint a nonresident to a board that has need of a specific expertise offered by a nonresident and required on an ongoing basis.
