Staff recommends that the City Council approve the first reading of an ordinance adding Chapter 12.28.170, "Parking in Lots of Private Businesses," to the Cathedral City Municipal Code.

BACKGROUND:
The City's Municipal Code currently maintains prohibitions against maintenance of inoperable vehicles in public view, parking of vehicles on non-improved surfaces, and similar issues related to parking in a manner that is aesthetically unappealing.
Recently, some businesses in the City have maintained vehicles in their parking lots for long periods of time, unused.  Vehicles parked in this manner are frequently targets of graffiti and other vandalism and are unsightly and a visual blight.  
The proposed ordinance would prohibit vehicles from being parked in the parking lot of a private business for over 72 hours continually.  The vehicle must be moved at least ½ miles for a minimum of another 72 hours.  Failure to comply would subject the violator to administrative citations, abatement (such as towing of the vehicle), and other remedies.
RECOMMENDED ACTION:
The City Attorney's office and staff recommend that the City Council approve the ordinance adding Section 12.28.170, "Parking in Lots of Private Businesses," to the Cathedral City Municipal Code.
