Staff recommends the City Council approve a Resolution Supporting Proposition 1, the Veterans and Affordable Housing Act, on the November 6, 2018 Statewide Ballot.

BACKGROUND:
Council Member Aguilar requested a study session item, so Council can discuss Proposition 1, which will be on the November ballot in California. The legislature passed the enabling legislation for the proposition in September 2017 and on September 29, 2017, Governor Brown signed the bill, certifying the measure for the ballot.
Proposition 1 would authorize $4 Billion in general obligation bonds for housing-related programs, loans, grants and projects and housing loans for veterans. More information and the full text of the legislation can be found at:

DISCUSSION:
On August 8, 2018, the City Council had an item on their Study Session Agenda for discussion on whether or not to support Proposition 1. It was the consensus of the City Council to direct staff to draft a Resolution in support of Proposition 1, the Veterans and Affordable Housing Act, which will be on the November 6, 2018 Statewide Ballot, for consideration at the August 29, 2018 City Council Meeting. Attached for your review and consideration is the proposed Resolution.
FISCAL IMPACT:
No immediate impact, the Housing Successor Agency or development partners might be eligible for grants or loans for qualifying projects if the bond is approved by the voters.
