RECOMMENDATION:
Recommendation
Staff recommends the City Council approve a Grant of Easement to SCE for a 4 ft. by 9 ft. area within Second Street Park abutting Buddy Rogers Avenue, east of Date Palm Drive, for the installation of a guy wire and pole anchor, and authorize the City Manager and Deputy City Clerk to execute the Grant of Easement on behalf of the City Council.

BACKGROUND:
SCE operates overhead electrical power lines along the south side of Buddy Rogers Avenue, from Date Palm Drive to Monte Hall Avenue. These electrical power lines are hung on wooden poles and masts. These lines also provide power to the pole on the north side of Buddy Rogers on the frontage of the City's Second Street Park, where two wooden pole attached street lamps are located. This wooden pole also serves as a support for the power line on the south side of the street.

DISCUSSION:
SCE has determined that the wooden pole with the two street lamps attached to it on the north side of Buddy Rodgers has deteriorated and must be replaced. Since this pole also supports the other power lines, Edison also wishes to install an anchor and guy cable on the replaced pole to better brace the power lines.
Because the new guy and anchor will extend several feet from Buddy Rogers into the City owned Park property, Edison has requested that the City grant a small 4 Ft. by 9 Ft. area where the anchor and guy will be installed. Staff has reviewed this easement request and has determined that this easement will have no impact on the current use of the park facilities.
