Recommendation
Staff recommends the City Council authorize the City Manager to execute a Professional Construction Management Services Agreement with Falcon Engineering Services in the not-to-exceed amount of One Million Six Hundred Seventy Two Thousand Six Hundred Twenty Six Dollars ($1,672,626) to provide Construction Management Services for the Date Palm Drive Bridge Widening at the Whitewater River Project.

BACKGROUND:
The Date Palm Bridge Widening at the Whitewater River Project (Project) will widen the existing Date Palm Drive Bridge from 4 to 6 lanes, providing a roadway section in conformance with the City's General Plan. The Project will improve safety and reduce congestion and bring the bridge into compliance with the latest seismic code requirements.
Previous Council actions relative to this Project include approval of the Preliminary Design Supplemental Agreement with Caltrans on December 8, 2010 for $1,593,540, approval of the CVAG Reimbursement Agreement for $1,608,925 on June 23, 2010, and approval of the Construction Supplemental Agreement with Caltrans on December 14, 2016 for $14,742,900.
DISCUSSION:
Following the City's formal procurement process, four firms were shortlisted for interviews: Caltrop, Fountainhead, T.Y. Lin International, and Falcon Engineering Services (Falcon). Based on the proposals submitted and the interviews, Falcon was ranked number one. As a result of the ranking, Engineering Staff began negotiations on the Scope of Services and final fees.
