Staff recommends that City Council authorize the City Manager (or designee) to enter into a Professional Services Agreement with Kaplan Chen Kaplan (KCK) to conduct Phase One of the Historic and Cultural Assessment of Cathedral City.

BACKGROUND:
On March 9, 2016, staff presented City Council with a Statement of Qualifications from Kaplan Chen Kaplan's (KCK) for conducting a city-wide historical and cultural assessment. Staff was also seeking direction from City Council whether to proceed with their services to conduct the Assessment or allow City staff to create another solicitation for additional requests for qualifications from other historic and cultural service providers. As a result, Council directed staff to proceed with KCK and their services.
DISCUSSION:
Once the agreement between the City and Kaplan Chen Kaplan has been executed, KCK will initiate Phase One of the historic and cultural assessment. Phase One of the assessment will involve meeting with City staff, the Historic Preservation Task Force, the Cathedral City Historic Society and other interested members of the community; a review of the City General Plan; identifying areas of the city that need to be surveyed; and, creation an ordinance with City Standards used to evaluate potential historic and cultural resources.
Likewise, KCK will also research and prepare an analysis of aerials and other maps to identify periods of development and growth. Based on the information gathered, KCK will prepare a historic context statement identifying themes and property types to guide the evaluation of resources.
