Recommendation
Staff recommends that the City Council approve a construction contract with Aiken Construction of Cathedral City, to install approximately 6,500 square feet of sidewalk and other ADA related improvements at the Festival Lawn in the amount of $42,300.

BACKGROUND:
At the September 10, 2014, Study Session, Council directed staff to complete improvements to the vacant lot adjacent to the Desert Cinema theater, not to exceed $100,000, and to bring contracts for the improvements back to Council for approval. The purpose of the improvements is to provide a Festival Lawn for various events that are now held on or scheduled on the partially improved lot.
DISCUSSION:
The final phase of the interim Festival Lawn will include construction of a perimeter sidewalk, ADA ramps and a new driveway. This work will be completed by an outside contractor and follow the related prevailing wage requirements. Staff received four (4) competitive bids for the sidewalk installation and is recommending that the City Council accept the bid proposal from Aiken Construction in the amount of $42,300. If approved Staff will direct the contractor to schedule the construction of the improvements after the final scheduled City event on May 2, 2015. The sidewalks will become part of the ultimate build out of the Festival Park.
FISCAL IMPACT:
The project cost including site preparation, grading, irrigation and turf installation to date is $57,212. The additional cost for Sidewalks, ADA Ramps and Driveway is quoted at $42,300, bringing the project total to $99,512.
Council Authorized up to $100,000, from the Park Development Fund, for the improvements to the Festival Lawn. The project will be completed within the authorized budget.
