BACKGROUND:
On July 21, 2008, parties located within the eastern Riverside County entered into a Joint Powers Agreement. Through subsequent amendments the Eastern Riverside County Interoperable Communications Authority (ERICA) was formed. Pursuant to the JPA, the purpose of ERICA is to acquire, plan, design, finance, construct, operate and maintain a regional communications system ("ERICA Project") serving the Coachella Valley, including the political jurisdictions therein, and the City of Beaumont.
DISCUSSION:
ERICA Staff and TAC have expressed a desire to expand the current Joint Powers Agreement to include a broader range of public safety projects and project funding options. The proposed changes to the JPA could allow for regional public safety projects, including computer aided dispatch, records management, body worn cameras and regional grant funding.
On April 13, 2017, the ERICA Board of Directors approved the second amendment to the Joint Exercise of Powers Agreement and are seeking approval of member agencies. Attached for your review and consideration is the Second Amendment to the Joint Exercise of Powers Agreement with ERICA.
