RECOMMENDATION:                     

Recommendation                     

Staff recommends the Cathedral City Council approve a Cooperative Agreement with CVAG for the Cathedral City Bike Trail and authorize the Mayor to execute the Agreement on behalf of Cathedral City.

BACKGROUND:

On July 22, 2015, Council passed Resolution 2015-42 authorizing the City Engineer to request scope of work changes to the two existing Bicycle Transportation Account (BTA) grants from Caltrans. The scope changes requested allowed the grant funds to be used to design and construct a bike trail segment that closely adhered to the proposed CVLink design criteria. The scope changes were approved by Caltrans and on October 14, 2015, Council approved Professional Services Agreements to prepare the design and environmental documents for the trail segment between Vista Chino and Ramon Road.

 

DISCUSSION:

The Cooperative Agreement establishes the terms under which the City will use the BTA grant funds to design and construct the trail segment between Vista Chino and Ramon Road consistent with the proposed CVLink design criteria. It also gives CVAG the option to contribute funds for construction and to assume responsibility for maintenance of the trail segment.  Were CVAG not to contribute funds for construction, the BTA construction grant is sufficient to construct a basic bike trail and the City retains that option in this agreement.

 

FISCAL IMPACT:

The Cooperative Agreement limits the City's obligation for the Bike Trail to the previously approved BTA Grant funding. No additional funding will be required.
