RECOMMENDATION:
Recommendation
Staff recommends that the City Council approve a traffic signal upgrade contract with Siemens Industry Inc. (the City's contract Traffic Signal Maintenance provider), to install Light Emitting Diode (LED) protected left turn arrow heads on existing masts, and related appurtenances, to protect east and west traffic turning onto Date Palm Drive from 30th Avenue in the amount of $34,660.

BACKGROUND:
When the traffic signal at Date Palm Drive and 30th Avenue was constructed, protected left turn arrow signal heads were installed for the north and south bound traffic that would transition onto 30th Avenue. At the time of installation protected left turn arrow signal heads were not installed for the east and west traffic turning onto Date Palm Drive.
In 2013 a Speed Survey along 30th Avenue between Date Palm and Landau Blvd. revealed that on average 3,047 cars per day use that segment of roadway. In 2014 another study showed 3,093 vehicles per day were on 30th Avenue.

DISCUSSION:
During the past few years, the City has received an increasing number of concerns regarding the lack of a protected left turn phasing from east and west traffic transitioning from 30th Avenue onto north and south bound Date Palm Drive. The increase in traffic is a result of area growth over the years including, additional infill housing, James Workman Middle School, the Cathedral City Soccer Park, as well as the recently completed new Rancho Mirage High School. The intersection will ultimately become more congested with the completion of the Northgate Community Church on the south east corner of Date Palm Avenue and 30th Avenue.
