Staff recommends the City Council authorize the Mayor to Execute the attached Intergovernmental Memorandum of Understanding (MOU) with the Agua Caliente Band of Cahuilla Indians (ACBCI) regarding Tribal Transportation Program Funding for the Ramon Road Bridge Widening and Vista Chino Resurfacing Improvements.

BACKGROUND:
There are two projects involved in the MOU. The first is the Ramon Road Bridge over the Whitewater River. The purpose of this bridge project is to eliminate the roadway lane constriction across the existing Whitewater River Bridge and westerly to San Luis Rey Drive. The City of Palm Springs and Cathedral City share a common jurisdictional boundary along the centerline of Ramon Road between San Luis Rey Drive and Landau Boulevard. The City of Palm Springs is the designated lead agency for this project. This bridge project is currently under design and environmental clearance review.
The second project listed in the MOU is the Vista Chino Resurfacing Improvements. Vista Chino has been identified as needing raised median curbs and new pavement. This Project is currently identified under two projects within the current five-year Capital Improvement Plan (CIP). One project from Date Palm Drive to Landau Boulevard (East) and the other project from Landau Boulevard to the west City Limits at the Whitewater River (West).
Under this MOU, ACBCI will provide up to $2.15 million toward the construction of the three projects. Staff has estimated that approximately $0.5 million will be required for each of the Vista Chino projects and $1.15 million for the Ramon Road Bridge Widening project.
