BACKGROUND:
As a result of the City Manager's evaluation, along with some direction provided during Study Session, consistent with the goals Council set forth, there are some budget adjustments that need to be made.


DISCUSSION:
Council authorized an additional $10,000 in grant funding to the Cathedral City Boys & Girls Club; City Manager salary increase of 5% versus 2.5% budgeted amount, RFP for Landscape and maintenance services for Town Square, perimeter of Civic Center & all Facilities buildings plus $50,000 in one time capital improvements to town square, equivalent to $150,000; RFP for median and LLD maintenance services equivalent to $100,000 all of which would come from General Fund Reserves; the budget document inadvertently excluded $150,000 in Fund 243 Traffic Signal Maintenance for monthly maintenance and callouts for traffic signals; authorize an allocation of $800,000 from the Insurance Fund to make a pre-payment lump sum payment to the California Public Employees Retirement System (CalPERS) to unfunded accrued liability, which will generate an annual savings to the general fund of approximately $60,000 for each of the next 20 years; and the equivalent increase in staff by one FTE to hire a Webmaster/Graphic Designer for the remainder of the Biennial Budget to support economic development efforts; and $155,000 to replace the soft surfacing at the Fountain of Life both of which would come from General Fund reserves. Some of the costs above will be offset by current vacant positions and savings from the graffiti contract; and, $2500 in economic development incentive of up to $25 per restroom for the implementation of gender neutral restroom signage in businesses.
