Staff recommends that the City Council approve the cost-effectiveness/public interest finding that it best serves the City of Cathedral City to contract with Petrochem Manufacturing, Inc. to provide Rubberized Emulsion Aggregate Slurry to be furnished to a licensed contractor for application to East Palm Canyon Drive and authorize the Mayor to sign the cost-effectiveness/public interest finding.

BACKGROUND:
On January 22, 2015, the City advertised for bids to construct the East Palm Canyon Drive Pavement Preventive Maintenance Project. Bids were opened on February 19, 2015. The City received two bids for the construction of the project. Based on the bid schedules submitted by the contractors, the apparent low bid was submitted by Pavement Coating Company, for $523,300, which is approximately 56% above the project budget of $335,900. The other bid, submitted by All American Asphalt was for $553,812. On March 11, 2015, Council rejected all bids and directed staff to revise the
contract documents to allow the City to purchase the slurry product directly and furnish it to a contractor for placement
DISCUSSION:
In order to comply with Caltrans grant conditions, the City Council must approve a Cost-Effective/Public Interest Finding. When approved by Caltrans, the finding will allow the cost of the slurry product to be eligible for reimbursement under the terms of the Caltrans grant and will permit the City to furnish the material to a contractor for application to East Palm Canyon Drive.
FISCAL IMPACT:
The direct purchase of the slurry material will reduce the project costs to stay within the authorized budget.
