Staff recommends the City Council approve an additional extension of the recordation of Final Map for Tract No. 32858 to no later than February 8, 2018.

BACKGROUND:
Tentative Tract No. 32858 (TT 32858) was approved on February 9, 2005, for the construction of 52 single family units on a vacant parcel within the Rio Vista Project area. TT 32858 had been extended several times by State legislation and three times by the City Planning Commission pursuant to City Ordinance 659. TT 32858 was due to expire on February 9, 2017, as there were no more extensions available.
This area has been vacant for some time, and the land ownership had changed several times. Sol Recovery, LLC, (Subdivider) a subsidiary of Inland Communities Corporation acquired TT 32858 and worked diligently to complete a Final Map for the Subdivision. On February 8, 2017, the City Council approved the Final Map subject to the recordation of the Final Map with the County Recorder by August 8, 2017.
DISCUSSION:
Since February 8, 2017, the Subdivider has been working with interested parties regarding the acquisition of portions and/or all the Verano Project, including TT 32858, and has requested an additional extension for the recordation of the Final Map in order to preserve the map status. The Subdivider is requesting that the recordation date for the Final Map be extended to February 8, 2018.
The Subdivider must still post cash or security with the County Tax Collector as a guarantee of property tax payment before the Final Map can be recorded. Therefore, the City Council is asked to extend the recordation of the Final Map with the County Recorder to no later than February 8, 2018.
