Recommendation      
Staff recommends that the City Council reject all bids received for the East Palm Canyon Preventive Maintenance project and direct staff to modify the contract documents and rebid the project.

BACKGROUND:
On February 19, 2015, bids were opened for the construction of the East Palm Canyon Drive Preventive Maintenance. The City received two bids for the construction of the project. Based on the bid schedules submitted by the contractors, the apparent low bid was submitted by Pavement Coating Company, for $523,300, which is approximately 56% above the project budget of $335,900. The other bid, submitted by All American Asphalt was for $553,812.
 
DISCUSSION:
The bids received included significant markup on the specified slurry product. Staff recommends revising the contract documents to allow the City to purchase the slurry product directly and furnish it to a contractor for placement. This change will reduce the cost of the project to a level consistent with the funds available.
Depending on the outcome of the revised bid process it may still be possible to complete the project by the end of May.  If it cannot be done prior to the intense summer heat it may have to be rescheduled for October.
