Staff recommends the City Council approve a contract for services with Samuel Eric Davis.

BACKGROUND:
In July 2015, the City issued a contract for services with Samuel Eric Davis to research, contact, and foster sponsorship revenue and in-kind revenue for Special Events coordinated, designed, or produced by the City of Cathedral City. Mr. Davis has a background in fundraising and special events. He was instrumental in raising $39,700 in cash sponsorship revenue for several events including Taste of Jalisco; Seasonal Lights, Santa & Skating on Ice; 2nd Annual Cathedral City Hot Air Balloon Festival; and the upcoming 2nd Annual Cathedral City LGBT Days. Although he does not receive compensation for in-kind donations, he has helped leverage nearly $10,000 worth of in-kind donations.
DISCUSSION:
The contract for services with Mr. Davis comes before the City Council for approval as his previous contracts have reached the maximum levels without council approval. As the Communications / Events Manager, I could not have been able to contact and secure sponsorships in a timely manner had it not been for Mr. Davis. Without his sponsorship revenue, our signature festivals would have needed to be greatly reduced in scale or cancelled based on total budgeted funds available. These signature events play an important role in branding Cathedral City and creating excitement that leads to economic development.
FISCAL IMPACT:
The total amount of this contract ending on June 30, 2017 is $8500. Mr. Davis will receive additional compensation only if he secures cash revenue for special events, which equals 20% of the total sponsorship contribution.
