RECOMMENDATION:                     

Recommendation                     

Staff recommends that the City Council adopt a Resolution authorizing the application, letter of authorization and execution of a standard agreement and any other documents necessary to secure a Rubberized Pavement Grant from CalRecycle for the proposed improvements to Vista Chino; and authorize the Mayor to sign the resolution on behalf of Cathedral City and authorize the City Engineer to sign the grant application.

BACKGROUND:

The California Department of Resources Recycling and Recovery (CalRecycle) has established a Rubberized Pavement Grant Program for projects that utilize Rubberized Asphalt Concrete (RAC) hot-mix. The proposed Vista Chino pavement rehabilitation projects approved in the current five-year Capital improvement Program could use approximately 9,000 tons of RAC. Rubberized AC pavement was previously used on the Ramon Road improvements and has significantly lower noise coefficients and tolerates high temperatures better than conventional AC pavements.

 

 

DISCUSSION:

The CalRecycle grant pays up to $10.00 per ton for RAC used on an eligible project. The Vista Chino projects will require approximately 9,000 tons of RAC, resulting in approximately $90,000.00 in grant funds.

 

 

FISCAL IMPACT:

No matching funds are required to receive the CalRecycle grant. Staff time will be required to perform project coordination and grant administration if an award is granted to Cathedral City. Staff will come back to Council with formal bids for the work and recommend specific funding accounts once the project is bid.
