Recommendation                     

Staff recommends that the City Council adopt a Resolution approving the application for Land and Water Conservation Funds (LWCF) for the Festival Park Project and authorize the Mayor to sign the Resolution on behalf of Cathedral City.

BACKGROUND:

Staff has been working to implement the conceptual design for a festival and community park area in the City’s Downtown.  The LWCF program provides an opportunity for the City to receive grant funds to design, engineer, and construct the Festival Park outdoor amphitheater area because outdoor performing arts venues and open spaces are eligible for this funding.

 

 

DISCUSSION:

The National Park Service runs the LWCF program nationally with funds allocated to California administered by the State Department of Parks and Recreation.  The LWCF grant program requires 50% matching funds. 

The Festival Park area planned for the outdoor amphitheater is located on City-owned property next to the Downtown parking structure along Cathedral Canyon Drive and Avenida Lalo Guerrero.

The cost of this project is estimated to be $2.8 million.  The City’s Grant Application will be submitted for $1.4 million and the City Urban Revitalization Corp (CURC) will provide the required 50% match.

 

 

FISCAL IMPACT:

Cathedral City staff time will also be required to perform project coordination, inspection, and grant administration if the funds are awarded.
