BACKGROUND:
Caballero Productions, Inc. of Las Vegas is a family owned and operated European style Big Top Traveling Circus featuring a one-ring stage in a tented venue, called "Circo Caballero." The two-hour shows offer jugglers, acrobats, dare devils, clowns, contortionists, flying trapeze artists and aerialists.


DISCUSSION:
Circo Cabellero has applied to bring its Big Top Circus to Cathedral City setting up on January 26 and 27 and offering shows from January 28 - February 7, 2016. It would dismantle and exit the property on February 8, 2016.

The show would set-up at the corner of Allen Avenue and Grove Street. This location may be more suitable as last year's Circus Vargas was set-up closer to the Cathedral Town Villas and at least one neighbor complained of the noise. The shows are scheduled Monday thru Friday at 7:30 pm, Saturdays at 4:30 pm and 7:30 pm, and Sundays at 2:00 pm, 4:30 pm and 7:30 pm. They do not serve or sell any alcoholic drinks. They only sell traditional circus concessions.

The circus has promised not to include any animals in its shows. Their tent has been certified by the CAL FIRE. The circus has also provided insurance naming the City as an additional insured with coverage at $3,000,000.

The Circus is self-contained, meaning they do all the set-ups, provide their own security, trash receptacles, trash removal, security, electric, and water. They will need to pay a Special Use Fee of $510, a fire inspection fee, and a land-use fee to CURC that is mutually agreeable.


FISCAL IMPACT:
With the circus being self-contained, there will be a minimal fiscal impact on the City.
