RECOMMENDATION:

Staff recommends the City Council designate Mayor Pro Tem Pettis as the voting delegate to represent Cathedral City at the National League of Cities Annual Business Meeting, which will be held in Nashville, Tennessee, on Saturday, November 7, 2015, and direct the Deputy City Clerk to formally notify the National League of Cities of this designation.

BACKGROUND:
Cathedral City is a member of the National League of Cities. Each year the National League holds its Annual Congress of Cities, Exposition and Annual Business Meeting. This year the event will be held November 4-7, 2015, in Nashville, Tennessee. The Annual Business Meeting will be held at the conclusion of the event on November 7, 2015.
DISCUSSION:
The National League of Cities' Annual Business Meeting will be held on Saturday, November 7, 2015, at the conclusion of the Congress of Cities and Exposition in Nashville, Tennessee. As a direct member city, Cathedral City is entitled to vote at this meeting. Based on the population of the 2010 Census, Cathedral City is entitled to cast two (2) votes.
To be eligible to cast the City's vote, a voting delegate must be officially designated by the City. The voting delegate must attend the business meeting and pick up the City's voting card prior to the meeting, the National League of Cities' bylaws expressly prohibits voting by proxy.
Mayor Pro Tem Pettis will be the only member of Council attending the Congress of Cities and Exposition this year and has indicated that he would like to be considered to represent the City as the voting delegate at the Annual Business Meeting.
