Staff recommends the City Council approve a contract for services with Samuel Eric Davis.

BACKGROUND:

In July 2015 and February 2016, the City Council approved a contract for services with Samuel Eric Davis to research, contact, and foster sponsorship revenue and in-kind revenue for Special Events coordinated, designed, or produced by the City of Cathedral City.  Mr. Davis has done a great job securing tens of thousands of dollars in sponsorships for the City's three signature events (Cathedral City Hot Air Balloon Festival, Taste of Jalisco, and Cathedral City LGBT Days) as well as some of the smaller events like Halloween Spooktacular at FallFest; Santa & Seasonal Lights; and Easter Kidapalooza.

 

 

DISCUSSION:

Mr. Davis' current contract for services ends on June 30, 2017.  With the City's plan to have third party entities manage two of the three signature events, the need of Mr. Davis' services are mitigated for the City to only Taste of Jalisco 2018 and other known and unknown smaller events during the 2017-18 Fiscal Year.  Therefore, the City and Mr. Davis have agreed, upon Council approval, to modify his contract for services that removes his monthly stipend, but increases the fees paid to Mr. Davis in the instance of securing a financial sponsorship for City events.  In addition to his fees, the City would continue to offer available temporary office space, when and where available in accordance to the agreement.  

 

 

FISCAL IMPACT:

The contract for services with Mr. Davis has little upfront costs to the City beyond the use of available office space.  It is only when he secures a sponsorship does the City pay a fee based upon the terms of the contract.
