Staff recommends the City Council authorize the City Engineer to solicit for biennial professional service contracts for Surveying Services, Geotechnical Services, Traffic Engineering Services, Street Striping and Legend Marking Services and Traffic Signal Maintenance Services to support the workload of the Engineering and Public Works Divisions.

BACKGROUND:

In the day to day operation of the City, the City outsources various operations and services which require a higher level of expertise, manpower and equipment resources than are available within the City.  As an example, the Development Services Department outsources Project Management Support Services, Traffic Signal Technician and Repair Services, Engineering Surveying Services, Geotechnical Services and Graffiti Removal Services. 

 

The above services are typically solicited every two years and are reviewed internally on an annual basis.  Having a biennial solicitation of services allows the City to secure a vendor, within each particular area, that provides the lowest responsible and responsive bid which meets all the requirements and specifications set forth within the request for proposal.  This also allows vendors that have not previously been selected and awarded a contract an opportunity to submit a proposal.

 

 

 

DISCUSSION:

There are several City service contracts that are at the end the agreed upon term and Staff is again requesting that the City Council authorize the City Engineer to solicit for the next biennial contracts as follows:

A.  Surveying Services:  The City Engineering Staff does not have the manpower, expertise or the modern surveying equipment to be able to perform surveying and has traditionally secured these services from outside vendors on a biennial basis.

B.  Geotechnical Services:  The City Engineering Staff does not have the manpower, expertise or the modern geotechnical equipment to perform geotechnical services (e.g. soils and compaction testing) and has traditionally secured these services from the outside on a biennial basis.

C.  Traffic Engineering Services:  The City Engineering Staff does not have the licensed manpower or the modern software to perform critical traffic engineering analysis.  The City has not secured these services with a biennial contract in the past.  A biennial contract will save time in securing these services which are solicited on an individual basis. 

D.  Street Striping and Legend Marking Services:  The City Public Works Staff has a limited ability to perform street striping and legend marking services. The City Staff's conclusion is that the street striping and legend marking is an area where the workload could be supplemented by an outside contractor that has both the manpower and modern equipment that will allow these tasks to be completed when the scope of work exceeds the ability of the Public Works staff to address the issues in a timely manner.

E.  Traffic Signal Maintenance Services:  The City Public Works Staff does not have the manpower, expertise, the modern traffic signal test equipment or access to traffic signal repair parts/equipment to perform traffic signal maintenance, testing and repairs.  This service has traditionally been outsourced and contracts have been secured from outside contractors on a biennial basis.

 

In summary, City Engineer is requesting authorization from the City Council to proceed to solicit for biennial contracts for Surveying Services, Geotechnical Services, Traffic Engineering Services, Street Striping and Legend Marking Services and Traffic Signal Maintenance Services.   

 

 

FISCAL IMPACT:

There is no fiscal impact in soliciting for the above services other than City Engineering Staff time to compose the Request for Proposals (RFP) and advertise.  Once the lowest responsible and responsive bid which meets all the requirements and specifications is determined Engineering Staff will present these to the City Council for approval.
