Body

BACKGROUND:

In 2011, the City Council approved a sponsorship with AEU Media to produce the Interfusion Music Summit (IMS) with a first right of refusal for 5 years. The City sponsored IMS at $20,000 per year.  On November 13, 2013, the City Council approved a $30,000 sponsorship for the 2014 event leaving just a $10,000 sponsorship for the final contract year of 2015.

DISCUSSION:

IMS held its educational summit on the Electronic Dance Music (EDM) industry to its conference goers on Friday, October 9th from 2 pm - 5 pm inside the City Council Chambers.  About 60 people attended the summit inside the Chambers while others could view it online as it was broadcasted on several internet channels.  From 7 pm - 10 pm, IMS held a VIP Party in the Chamber Council featuring Dance Diva Pepper Mashay and several known DJs attending the event.  An estimated 60 people attended the VIP Party.

IMS 5 attempted to boost attendance of previous years by creating a Rave event on Saturday evening entitled, "RISE".  It took place in the Paseo and Civic Center area of City Hall from 4 pm to 2 am.  Those who registered with the summit were able to perform as the DJ for an allotted amount of time while the public was invited to listen, dance, and enjoy food/beverages provided by several vendors.

Although the organizers created a party atmosphere, attendance was extremely low.  The target audience for the event was 16 years old to those in their early thirties.  The event should have garnered a bigger audience starting at 10 pm through 2 am, but it never manifested.  No more than 50 people were in attendance at any given time from 4 pm to 11 pm.  After 11 pm, the attendance dropped below 20 people.

No activity occurred on Sunday, October 11th after 2 am.

FISCAL IMPACT:

Over the past 5 years, the City has sponsored IMS for a grand total of $100,000.  This past year, the fiscal impact was $10,000.
